Job Description

Contract Specialist Positions

Contract Specialist II:

  • Develop solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specs.
  • Coordinate and facilitate procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
  • Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
  • Evaluate expenditure data and make projections to ensure appropriate use of funds.
  • Assist in developing bid evaluation scoring instruments.
  • Assist with negotiating contracts, contract renewals, and amendments.
  • Assist in conducting needs assessments to determine requirements for the purchase of goods or services.
  • May recommend the cancellation of contracts and assist in the dispute resolution process.
  • Serve as a liaison with contract providers to ensure participation is consistent with program, legal, and fiscal requirements.
  • May prepare specifications for requests for bids.
  • May train others.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.

Contract Specialist III:

  • Develop contracts by identifying provider resources, describing services to be rendered, and negotiating contract features.
  • Participate in contract pre-award and post-award activities; monitor contract performance and billings.
  • Confer with contract providers to ensure compliance with policy, procedure, legal and fiscal requirements.
  • Resolve contract issues and concerns; and assist in negotiation contract renewals, amendments, and plan changes.
  • Review specifications for bid request; plan develop and coordinate procurement documents and bid evaluation instruments; and maintain contracting records.
  • Interpret contract administration policies, procedures, rules and regulations; and provide technical assistance to agency staff, other agencies, organization and the community.
  • Oversee the coordination and facilitation of procurement related meeting such as kick-off and pre-proposal meeting, post-award conferences, team briefings, and evaluation scorings.
  • Assist in developing contract administration policies and procedures.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.

Contract Specialist IV:

  • Confer with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements.
  • Resolve contract issues and concerns.
  • Negotiate contract renewals, amendments, and plan changes.
  • Review specifications for bid requests.
  • Plan, develop, coordinate, and maintain procurement documents, bid evaluations instruments, and records.
  • Analyze, interpret, and clarify legislation, statutes, federal regulations, and assist with the development of contract administrative policies, procedures, rules, and regulations to ensure compliance with agency and governmental regulations.
  • Provide technical assistance to a variety of internal and external customers regarding contract administration, policies, and procedures.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.

Contract Specialist V:

  • Oversee the development of service and commodity contracts by identifying provider resources, describing services to be rendered, and negotiating price and product contractual terms.
  • Oversee and participate in contract pre-award and post-award activities, monitor contract performance and billings.
  • Confer with contract providers to ensure compliance with policy, procedure, legal and fiscal requirements.
  • Resolve contract issues and concerns.
  • Oversee and assist in negotiating contract renewals, amendments, and plan changes.
  • Oversee and review specifications for requests; plan, develop and coordinate procurement documents and evaluation instruments; and maintain contracting records.
  • Provide technical assistance to agency staff, other agencies, organizations and the community regarding contract administration, policies and procedures.
  • Oversee the coordination and facilitation of procurement related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings.
